HMRC Class 2 NIC errors leave self-employed taxpayers out of pocket

If you are self-employed and have recently submitted your tax return, it might be time to take a second look.

Changes to Class 2 National Insurance Contributions (NICs) were meant to make things easier.

Instead, they have created a wave of confusion, incorrect charges and growing frustration.

What changed?

From the 2024/25 tax year, self-employed individuals earning more than £6,725 no longer need to pay Class 2 NICs.

Instead, they are credited automatically by HM Revenue & Customs (HMRC) to preserve access to key benefits such as the State Pension.

Those earning below this threshold can still choose to pay voluntarily to protect their National Insurance record.

The policy was intended to reduce admin for taxpayers. However, implementation has not gone smoothly.

What has gone wrong?

The Association of Taxation Technicians (ATT) has reported that many individuals are receiving inaccurate letters from HMRC.

In some cases, these letters wrongly demand £179.40 in Class 2 NICs. Others go further, duplicating the charge and inflating the overall tax liability.

Three types of letter have been identified:

HMRC has acknowledged the problem but has yet to provide a resolution or timeframe for correction.

What should you do?

If you have submitted a Self-Assessment return for 2024/25, check your HMRC account carefully.

If Class 2 NICs have been added unexpectedly or you have received one of the letters described above, do not assume it is correct.

Hold off on paying and wait for clarification or a correction from HMRC.

Do voluntary contributions still matter?

Yes. If your earnings are below the £6,725 threshold, voluntarily paying Class 2 NICs can help maintain a full National Insurance record.

This is especially important if you are working towards qualifying for the State Pension, which typically requires at least 10 years of contributions, and 35 years for the full amount.
